It's a nifty HTML effect. Although not properlly used.
The best use for this HTML effect was: lightning.
My moving the mouse over a dark image, the mouse worked as a flash light allowing you to read the text of the site.

that's pretty spiffy!!! i'm sending the link to my frenz now hehe. it'll freak them out sorta. well some of them. and they'll prob hit me or something on monday -_-. o well they haven't killed me yet and i've done worse things to them.
